Eileo technology is inferior to Avis's IDSY technology. Hertz equips each car with a Zibox from Eileo that has a GPRS cell phone to communicate to the corporate server and an RFID reader to open/close the doors from the key fob. All the hardware takes about 1 hour to install and then there is the monthly GPRS fee.

Avis simply uses a credit card device that snaps into the cars diagnostic port and takes about 1-2 minutes to install. It communicates back to the corporate server via a RFID 900Mhz connection to a central wireless access unit that has a radius of 1/2 mile. No monthly cell charge. Easy to install. Access via smart or dumb phone over the regular cell network to the corporate server then to the central wireless access unit. Cheaper, easier to scale.
