		<description><![CDATA[My primary question is whether this is a foreign investor looking to stagnate their investment and milk it for all the money they can while they invest locally, or whether they are truly going to expand the infrastructure and attempt to compete.  They are severely lacking the necessary bandwidth to expand their data offerings, and so I truly hope they can back to compete and break up what is quickly becoming a duopoly in the mobile data market.]]></description>
