		<description><![CDATA[The FCC would already have an answer as to warehousing if it would conduct a spectrum inventory, which it has refused to do, saying that it is no longer relevant.  If it had conducted a spectrum inventory it would know unequivocally that yes indeed there is a lot of spectrum lying fallow.  So, the bottom line is that the FCC is complicit in hiding spectrum and the whole &quot;show me the spectrum&quot; is nothing more than a charade.]]></description>
