The article doesn’t explain it, and it doesn’t make any sense. If Verizon were going to deploy the A Block, it would have already begun doing so given the stringent buildout deadlines that will be coming do soon. The A Block would be interoperable already except that it is subject to interference issues that don’t affect the other blocks in the same way.
