Interesting point about how special events provide an unusual upload/dowload mix. It makes sense to configure COWs with more upload capacity…but how? TDD is one answer, but only for those carriers that expect to deploy it.

Wifi seems to be the best solution, since it has no fixed up/down provisioning.
