Actually if regulators would pool the MNCs on a global scale there are either 100,000 or 1,000,000 million MNC's available.(see ITU E.212 on IMSI numbers for this) This should be more than adequate for quite a while. Should the policy be such a success that we run out of numbers, than we can have a look at changing policy and protocol.

regulators face one big problem before assigning numbering ressources to companies: there are not enough mobile network codes for everyone! NRA only have 100 (or 1000 in the US) MNCs available and that's just enough for operators.

Interesting that in the states the AT&T T-Mobile merger failed. in Jamaica the CLARO-Digicel Swap went through just fine in what is effectively a Louisiana purchase of Spectrum by Digicel. spectrum and 3G Licenses that they wil use to build out their HSDPA+ and eventually their LTE Network not only in Jamaica but Caribbean wide, beating LIME.

LIME, the telecom Network here in Jamaica which is a spoiled sport still whining about Regulatory problems when all they need to do is compete and ditch Landline, which is dragging their profit margins down!!! In a day and age when everyone is going Fiber optic!!!
