We know that OpenStack is being used to underpin various other services. Identifying the underlying tech, doesn’t necessarily identify the service to be delivered.

Azure is PaaS, and MS will never offer it to private companies. The author is thinking of the MS “Private Clouds” offering, which is IaaS and provided by Windows Server and Hyper-V.
