Boulder County has closer to 300,000. The decision to kick out Xcel in Boulder is only relevant for Boulder the city. The County has separate utilities in other parts – i.e. Ft. Collins, Loveland, Longmont, and Estes Park, all part of the County, have their own muni, Platte River Power Authority.
