Rural ISP owner here - we LIKE Netflix & Hulu, they help us sell faster connections. If our backbone gets saturated, we upgrade equipment and buy more bandwidth. With the latest generation of Ubiquiti wireless, we have no problem running 11Mbit service up to 20 miles from our tower sites.

Using microtrenching, fiber deployment is now cheap enough that small ISPs are starting to run it...line by line, block by block. No grants, no government loans, just careful business.

Lots of guys in Europe are using Ubiquiti & Mikrotik gear too. As long as we aren't over-regulated, local small businesses will solve your rural broadband problem using wireless, and bootstrap ourselves into fiber. We'll be rolling 100M out long before 2020.

Can't speak for large corps that have shareholders and quarterly statements to inflate, instead of investing in network.
