		<description><![CDATA[I agree. Why should private investor&#039;s &quot;risk&quot; their capital when they can offload the &quot;risk&quot; to the taxpayer. We should be condemning the practice and get back to putting the risk back on the backs of investors that will profit if these projects succeed. 

I have another issue with the types of projects chosen to get loans. One unique feature of solar generation is that it can be placed where the power generated is consumed. Instead of funding mega-watt stations many miles from customers with all attendant transmission issues and loses, why not fund an initiative to put solar arrays on every rooftop in America. Not only would the need for mega-solar facilities immediately disappear, a huge number of jobs would be created just when they are needed, money would be put directly in the pocket of a large number of citizens through energy savings, money that could be spent elsewhere, further spurring the economy.

Of course such a plan wouldn&#039;t benefit energy cartels and their lobbyists, which is why such a plan would be DOA in Washington.]]></description>
