WiFi offloading, Metro FEMTO or SMBS (Strand Mount Base Station) and Handover between heterogenious networks (3GPP networks and non-3GPP networks) research is on going. IEE802.21, Het-net may be one of the solutions. I have done research on both the concepts for technology and business. Definitely looks very promising.
