		<description><![CDATA[I don&#039;t understand how BT&#039;s offering is not some form of what the FCC might call &quot;paid prioritization&quot; -- just like Level 3 stated Comcast was doing with its &quot;paid peering&quot; solution. If you congest the upstream network and then use &quot;smart routing&quot; to relieve that congestion for your own service, you are in essence creating a &quot;two tier&quot; broadband network. It is time for the ISPs to state it like it is and stop dallying around the frantic and irrational net neutrality proponents. The Internet needs &quot;FedEx&quot; for video. Let&#039;s applaud BT for taking a step in the right direction. The next great step will be when all these ISPs begin federating their CDN offerings...]]></description>
