Nice find @Matt. Cisco confirms with me:

Yes, as with all our products, Cisco is oem'ing the HEC device...this time from Open Peak. We are pleased to build upon their original offering with enhancements for utilities and consumers. And we will continue to further enhance the core technology as we conduct customer trials. Open Peak will be the manufacturer as we refine and improve the capabilities.
