		<description><![CDATA[&lt;p&gt;I live in Bakersfield and from my perspective PG&amp;E would have fared much better if they had taken the complaints seriously and not immediately blamed the higher usage on the customer.  If they had made an effort to look into the problem first, I think it would have gone much better for them.  I do not yet have the latest meter and have not experienced a problem myself.&lt;/p&gt;]]></description>
