What this really show is that FCC has no "teeth" after all as far as protecting broadband users and consumer from unfair practice. Basically, Genachowski and the FCC were backing down and running for cover after the ISP lobbyists and the special interest groups hit them with full forces. For us broadband users with all that voices and concerns? We're just really ending/going back to square one... maybe 1.5?? The announcement is really just a joke for consumers or net neutrality advocates. That why the ISP leaders and special interests congratulate the FCC decision. The FCC announcement at best is still allowing the ISPs all that controls and tools to use against the consumers!

Regulating Network Neutrality is attacking a symptom rather than the disease. Attempting to come with rules to prevent anti competitive behaviour misses the point: this is really only possible because consumers don't have much choice in broadband providers. They aught to be looking at how to increase competition. Of course this is a much more difficult problem to solve so they go for the lower hanging fruit.

I don't see any discussion of caps. Genachowski said in his speech that providers, during periods of congestion, would be able to take some kind of action (throttling all uses, one might imagine). But that doesn't address capping monthly usage, disclosure of said caps, or policies around cancellation when exceeding caps.
