I think you've hit the nail on the head. Amazon VPC will satisfy those users already comfortable with public cloud by making the resources easier to use and integrate with on-premise resources. But it doesn't address the larger industry demand for more isolated and secure systems. Using the term "Virtual Private Cloud" only obfuscates things and causes further industry confusion.
