We are making changes to it all the time and we’re having trouble based on who made the last changes. I know we could use Google apps but would rather not.

There are versions available for Win, Mac, Linux, iPhone, Android™ and I think also for BlackBerry.
I have a Windows machine at home with Dropbox. My wife and I both have our Android™ phones, with Dropbox. They sync our KeePass database on the desktop.
Easy.
