		<description><![CDATA[First, I suspect upload bandwidth is constricted for piracy concerns. Cable companies such as Time Warner are as paranoid as the rest of the industry. By making it difficult for home users to perform significant uploads, they can make the general flow of content favor what corporations want. Corporations also want to divert attention from free things and instead interest people in what can be capitalized upon. I think home users need to speak up, because one of the great strengths of the internet is that it can enable home users to broadcast their own content (ideally) without bias as to whether it profits some company. Don&#039;t let them throttle the capabilities of the home user!]]></description>

		<description><![CDATA[For file hosting and collaboration sites like my company ( binfire.com ) upload speed is as critical as download speed. In fact upload speed sometimes is a bigger issue. Consider a wedding  video photographer who wants to upload a 25 minutes preview of a wedding  for his customers to view. These videos are around 1GB and take many hours to upload. The download (view by the customer) is a lesser issue due to streaming. After a few seconds or minutes the video stars and the customer does not deal with download anymore.]]></description>
