Google App Engine appears to me to be far less costly than Azure, especially for development, because of its free quota threshold. For more details, see A Comparison of Azure and Google App Engine Pricing (http://oakleafblog.blogspot.com/2009/07/comparison-of-azure-and-google-app.html).

Microsoft's claim here of openness with other programming languages is their standard operating procedure of "embrace and extend". You can Google that phrase if you are not familiar with it. If you really think Microsoft is going to support other programming languages to anywhere near the same degree as their own in Azure, you are very new to the game or just not paying attention. That said, if you like Microsoft's tools, languages, database, etc., Azure could be good, just don't expect it to be open or even interoperate well with any other vendors tools, languages, databases, etc. Also, it appears you are stuck with Microsoft's infrastructure, server, etc. and changing infrastructure would probably be a nightmare. You can't really blame Microsoft for this. They are out to make money, not friends. Only companies which do not have so much legacy/competing technology, conflicts of interests, etc. will provide a truly open system. This is why the emerging Open Platform as a Service, http://www.prweb.com/releases/2009/06/prweb2571674.htm is emerging.
