&lt;p&gt;users first figure out capacity and then make their 
requirement known to the greedy ISP........&lt;/p&gt;

&lt;p&gt;In a &#039;&#039;state-run&#039;&#039; enterprise such as ours the odds of making it upstream are as good as guess the depth of the ocean floor.......&lt;/p&gt;

&lt;p&gt;Anyway in a knowledge-worker market the even money theory still applies.......&lt;/p&gt;

&lt;p&gt;The odds are greater than the sum of its parts......&lt;/p&gt;

&lt;p&gt;Everything becomes relative and quantum mechanics becomes the dictum of planetary motion.....&lt;/p&gt;

&lt;p&gt;motion is studied only because it can be re-produced..&lt;/p&gt;

&lt;p&gt;reproducing a &#039;&#039;pixcel&#039;&#039; at a time could cost more than the user pays but less than 5-6 meters&lt;/p&gt;

&lt;p&gt;what if the display had only ONE pixcel.......&lt;/p&gt;

&lt;p&gt;ever tried watching a full-lenght movie on ONE pixcel&lt;/p&gt;
