Even if a Satellite or two falls into a state of disrepair it shouldn't greatly affect the ability of receivers in phones, cars, or otherwise to get a fix.

This is just fear mongering based on the Guardian article that came out a few days ago.

But if it get's some of our tax dollars to go towards kicking the USAF in the patooki and getting some more units up there then I am all for it. ;-)

Commercial aircraft primarily use INS for navigation along with other radios including DME and VOR - GPS is essentially a backup system only. As for your favorite LBS "fart apps" not working, I don't think gps device manufacturers or software developers would respond well to user complaints - it would certainly but a big dent in Apple's revenue stream.

GPS has always been and still is a tool used primarily by the US military. I severely doubt the government would let something that is critical to defense operations and a matter of national security fall into decay or disrepair.

Enhanced 911 should be mostly unaffected. Few mobile phones have GPS, relying instead on tower triangulation for location. Any smartphone with assisted GPS, including the iPhone, can do the same. I can accept being as locatable as 95% of people.
