		<description>&lt;p&gt;A good lesson for those who ascribe to the belief of government competence.  If these buyers don&#039;t like it, refund their money and reopen the frequencies for bid.  These frequencies have been in use for this purpose for over fifty years, and should not be hijacked until the promised replacement is fully available.  Pity those in fringe reception areas where DTV is not workable.&lt;/p&gt;
