If SMSes are cheap, you can authorize the transaction by replying to a message. Paymate currently operates on that model in India.

They’ve had this for quite a few years in Japan. It’s called osaifu keitai – wallet mobilephone. I haven’t got mine to work yet but I’m looking forward to being able to read enough Japanese to get it set up.
