The problem with calculating Peak Oil, is we only calculate how much oil is feasibly accessible.

As the supply of oil goes down, the price goes up, and more oil becomes feasibly accessible because we can afford more effort and more advanced technology to reach the oil.

I'm not an expert, but this was outlined clearly in Basic Economics by Thomas Sowell (who is an expert).

For clarity, I am asserting that "all recoverable oil" will never be extracted. The amount of "recoverable oil" increases as price goes up, since we can use greater technologies and man power to recover oil, so we constantly redefine what "recoverable oil" is, and with the change of that definition, the amount available increases.

Also, "the Stone Age didn't end because we ran out of stones." Similarly, we can leave the Oil Age even though we're not out of oil.

Where was this manifesto back when he was POTUS? Clinton is just looking to make money just like the rest of the eco-nazi's. Democrats still have not acknowledged the NEGATIVE impacts that this will have on global trading. The US already has far stricter environmental policies than China and India (the world's two largest polluters) so who's going to make them play by the rules! American manufacturing will continue to move overseas where environmental policies are lax. Our electric bills will go up because of cap/trade or carbon taxes being imposed. This is just a big money making scheme.
