From Google itself, to disable the sounds in Gmail chat:
If you have Flash enabled on your computer, Gmail will play an audio notification for each incoming chat. Audio notifications are enabled by default, but you can always disable them. Here's how:

1. Log in to your Gmail account.
2. Click Settings at the top of any Gmail page.
3. Open the Chat tab.
4. In the Sounds section, select Sounds off.
5. Click Save Changes. 

As for options other than on or off, they'd be nice, but you can already use any supported Jabber client and turn Gmail Chat off. Because of that, I don't see it ever being a priority. 

Maybe you could put out a bounty for a Greasemonkey script to take care of it?</description>

I'd love to have the option of hearing the sound only when a contact sends the first message.
