For better of worse, as I a New Yorker I’ve got to represent and say that Mayor Giuliani did make great headlines by cracking down on public urination back in the day (if only THAT had been his Presidential platform!). However if you look deeper into the problem, they only increase fuel efficiency slightly. Moreover, many people are hesitant to transition to electric hybrids because of a) the price, and b) the lack of infrastructure needed to support a community using electric hybrids. Although San Fran could take advantage of wave power...
