		<description>&lt;p&gt;I wonder if this is a wireless deployment? That is probably the quickest way to deploy. If we take a page out the cellular book, where some countries skipped the landline phase almost completely and went straight to cell, will the same thing happen with broadband?&lt;/p&gt;
