Neighborhoods seems like a way for eBay to establish a relational focus with users to promote their transactionaly focused Kijjiji (spelling? I refuse to go look it up.)

There are other sites, mine included, focused on providing families and towns a way to organize and get connected online.

eBay employees don’t have to identify themselves in social networking areas, so it’s likely the bulk of Neighborhoods was seeded internally before launch.

Kevin, its a way to gather the content from eBay blogs, Wiki's, guides into a new version of groups. I think they misunderstand what shoppers want. When they are online most shoppers want to get the product and move on but it may work for the small groups of collectors etc.

Just think of it as more real estate to put sponsored ads on and improve natural search ranking.
