		<description><![CDATA[&lt;p&gt;Millions of Americans - especially those in rural and low-income urban areas still don&#039;t have access to high-speed broadband because it does not yet pay for providers to invest in these areas.  Dial-up and satellite are the only ways they can connect to the internet.&lt;/p&gt;

&lt;p&gt;The FCC&#039;s current definition of &quot;high speed&quot; is inadequate at just 200 kbps in one direction.  It is time for the FCC to immediately set the bar for &quot;high speed&quot; at 2 mbps downstream and 1 mbps upstream.&lt;/p&gt;

&lt;p&gt;It is time for the U.S. to adopt policies for universal access and set deployment timetables.  Check out CWA&#039;s &quot;Speed Matters&quot; campaign and read their policy paper which has some excellent recommendations for achieving universal affordable broadband access for all U.S. households regardless of income and geographic location.&lt;/p&gt;]]></description>

&lt;p&gt;I think the Leichtman Research Group needs to go back to college and learn about stratified sampling.
