If the goal is to have truly ubiquitous coverage, as you really need for public safety, you will need 3-5k base stations (based on US land area of almost 3.5M sqmi). The cost per base-station, including installation, is going to be $50-100k. So, that gives us a cost ranging from $1.5B to $5B. Of course if we just leave of Alaska, that $2B looks very reasonable ;^)&lt;/p&gt;</description>
