FCC’s McDowell to Martin: I ain’t votin’

Despite the best arm-twisting efforts of FCC chairman Kevin Martin, FCC commissioner Robert McDowell refuses to be bullied into voting on the AT&T-BellSouth merger, due to his concerns about conflicts with past employers. The skinny: just means the merger waits a bit, with maybe a few more conditions.
