More then IT and IT enabled services, it is the growth of internet which is hindered by slowness in telecom. We still need more broadband connections ( atleast 1 mbps not 256 kbps which is incidentally called broadband by indian telcos) and 3G connections are yet to be launched. Current GPRS connections are expensive and worthless.

The "security" concerns are fairly simple. Every Indian government likes to have total control on the ability to spy on its political rivals under the garb of security without any judicial or legislative oversight. That is a BIG problem if you have to start bending non-native owners to arbitrary skullduggery. More than your usual politicians all over the world, the Indian ones are primarily driven by their ability to fill their personal and party coffers. Every flip and every flop happens after getting fills from the respective lobbyists.

Why not debate the merits/demerits of how the government thinks of FDI? It will reveal that this Congress government is the most incompetent one to date (and we have a long list of incompetent regimes to choose from, so that is saying a lot). They have issued and reversed various decisions - from privatization to ration quotas. Pathetic.

Om,
I do agree that security will be a big hinderance and unless the Indian Ministry gets a good handle on it they will go through the classical Indian Governmental-business way of clammering down on everything.
To a certain point I do agree on the working on the security measures first. Not to the point of hurting the business sector in such a drastic manner. Although the worries are genuiene I don't think the problem will become a reality. The business lobby is quite strong and we call know the strength of the ethics form the Governmental body. After all dollar talks in a loud way.
