There are really 2 versions of the 3G. One that's used in the open world called UMTS and one that's used by the monopoly/proprietary Qualcomm. The 3G evolution embrassed by GSM operators works well today. Qualcomm does not have majority stake in that at all. Go look at the patent portfolio and you will see that Qualcomm has very little. The thing I hate about CDMA based systems is - there is no roaming.

Reliance is worried about the migration cost to 3G and royalties thereafter. IT minister Maran is determiend to ask Qualcomm to reduce royalties to Indian operators as he wants both CDMA and GSM to co-exist. When Reliance applied for GSM, the Indian GSM operators lobbied against Reliance by forcing authorities to make statements like "One company can offer services on only one technology", however, it was clarified later that Reliance if it wishes can operate on both the networks.

Ideally, it shouldn't matter what the network is, write a layer of abstraction like .Net CLR and any phone should work on any network anywhere in the world.
