The French government and members of the country’s parliament are at odds over efforts to legalize P2P downloads in exchange for small monthly licensing fees paid through ISPs. Legalizing won out in a surprise late-night amendment to another bill in December, bringing the issue to the fore. The original bill was withdrawn but a vote on its replacement comes March 1, with days of debate schedculed before that. Oh, for a C-SPAN version of that (with subtitles, of course).
