Steven Hughes knows mobile devices (which is why he was a guest on a recent techADDICTION) and he’s not too shabby with the Tablet PC, either.  He has written a great overview of what Vista will bring to the Tablet PC both from the viewpoint of the user and also the developer.  He mentions that Vista will work on touchscreen devices, have native 64 bit support and new Input Panel APIs that will provide a lot of functionality that developers can take advantage of much easier than with XP.  It’s a good overview of what we can expect in Vista and is a highly recommded read.
