Chilean Incumbent Blocking VoIP

First Telmex now Telefonica. Regular reader, Leo emailed me a link to story which basically says that Telefonica Chile has been sued for blocking VoIP to their clients. The most amazing thing is that they’re not blocking it by being the ISP, they are blocking it even when they are just the “last mile” providers of ADSL connectivity for *other* ISPs! One of these other ISPs, Redvoiss, is suing them. The story is in spanish so it is difficult for me to read/translate.
