Propel accelerator is the worst of the three dominant dial-up accelerators in terms of performance. The AcceleNet Web Accelerator and the Slipstream Accelerator are both better. AcceleNet is the engine behind the MSN web accelerator and Slipstream's is the engine behind Net Zero's. In terms of download size, slipstream beats out AcceleNet but AcceleNet is faster and accelerates more applications including enterprise applications like file shares and https.

Again Propel routinely gets whipped in performance bake-offs.
