He bought a ton of companies at Cisco most of which turned out to be nought. He is a cocky sob who does not know much about anything - before coming to Cisco he worked for some obscure satellite firm and became buddies and a loyal dog of Mike Volpi and got return favor of his tenure at Cisco.
