“Skype to PSTN, hello!” Hello indeed. Since Skype charge is so low, how will FCC enforce Do Not Call list? Will Skype cooperate with FCC on this matter? How about harassment calls? Will the law comedown on Level 3 et al or will it be a hot potato?
